The calculation
Total budget = one-time setup + quantity × (components + bare PCB + assembly + test per board) + shipping. Per-board budget = total budget ÷ quantity.
What the scenario leaves out
Material order multiples, component overage, duties, taxes, payment fees, yield loss and engineering changes can affect the actual order. Add those items to a procurement budget separately.
